Montenegro-specific link in infobox label[edit]

Revision [1] added a link to Montenegro and the euro to this template, in label29 (for "eurozone"). Should this link target be instead used for the "TBD" text added to this field in Template:Infobox EU accession bid/doc, and removed from the template code?
