Expansion and better sourcing

I am planning to expand the sourcing of this article in the near future to provide better explanations of the powers of the Speaker. The Rule of the Legislature will likely not be used a source for this endeavor because they can change every two years. Instead, I will likely rely on news reporting that describes the power of the speaker. If anyone else would like to help in this endeavor please let me know. The goal: clearly delineate the formal powers of the speaker, as they exist at this time.

As a warning: there is a non-zero chance these powers change in January of 2025. We will need to be on the lookout for such changes.
