Over sixty years teaching, the university has been creating its own teaching philosophy, which is "close to life, to serve the people; knowledge as equally important, new incentives; open-minded and keeping up with the times".

The overall development objective is to build itself to be the highest level of art education organization in western region of China. The college has own distinctive characteristics, the domestic first-class and have an important international impact of Academy of Fine Arts in many disciplines.

The university provide full-time 4 years undergraduate education as the major facility, and also fully develop post-graduated education. Besides, the university minor develop undergraduate-level adult and continuous higher education,that it want to an appropriate balance the university development to be cover any level education.

The university's major provincial programmes are fine art and design studies to exert its own enhancement of painting, sculpture and art design. On the other hand, the university will continue to build up new professional art and design programmes which the disciplines are cross-disciplinary and interdisciplinary closely related to learn using our existing advantages and social development's needs.

The university adhere to provide the quality of education as the core in order to improve the quality of personnel training as a fundamental. The university strictly importance students' basic practice, and innovation, and enhance students the theory of self-cultivation, cultivation of high overall quality and strong practical ability,art and design professionals.
