The rule says "or a crop from an image already in the article, if necessary to maintain quality at small size". It's questionable whether this crop was actually "necessary to maintain quality at small size", but I can't see being a hard-ass about that. Both articles are written in a neutral tone.
QPQs seem to be done, but what is emergency backlog mode?
The hook is properly cited in both articles and is interesting.
