I'm going to be bold and quick fail this nomination in light of this discussion. The article is quite a long way for GA standard and needs a significant amount of work before it is ready for GA. The GA assessment process is not really the place for that work to be performed. With some work, the guts of a GA article are here though so I urge the nominator to take the article for a Peer Review before being presenting for a GA assessment.
