Ice at Equilibrium + surface temp[edit]

I have just enough understanding to be dangerous...

The article mentions they do not understand why this happens at such cold temperatures.

Freezing temperature is based upon pressure as well as the composition of water(salt concentrations).

As you get colder, the equilibrium shifts to only make ice rather than melt+ freeze. I believe the moss (Fungus?) begins the propagation as fine fibers and its a more favorable equilibrium to build off the end of a strand than to melt and refreeze.
