Yes; since he had disappeared and his death was not certain, the Holy See gave him the benefit of the doubt for simply as long as possible until they conceded his death. It is certainly possible to live in captivity for a very long time, and the Church is well-known for its prudence and caution, so this was simply a case of the matter being treated with due care.
