It's an economic concept[edit]

The explanation in the introduction needs elaboration.

I never heard of All-payer before.

a) What are "third parties" here ? Who besides patients get services at hospitals?

b) Whatever this is, how will this change "Market Power" ? Not knowing what "Market Power is" ... and following the link, the text seems to impliy that All-payer increases the power of insurance companies to increase prices (as Market power is defined).
